Why two requests for rain in the Amidah? – Ask the Rabbi

    Q. Why are there two references to rain in the Amidah – “He makes the wind blow and the rain fall”, and “Grant dew and rain”?

    A. The first is a statement – God makes the rains fall. The second is a prayer: “Make the rain fall!”

The first phrase comes in the second blessing of the Amidah, which acknowledges the might and power of the Almighty; the second in a later blessing which asks Him to “bless this year for us like other good years”.
